Talk to your boyfriend about it who then should be mentioning something to the parents. Next time he goes to hug you, put your arms in front of you to back him off.

the young ones need a bit of guidance from time to time and it can be difficult.
boys can be especially troublesome but certainly not out of the question.
the next time he goes to hug you, just accidentally place your straightened arm in his chest as he is approaching you. it's called a 'straight arm' and works wonders for keeping unwanted pests away.
when he calls, treat him like a three year old - don't actually talk to him - suggest things like 'does your mommy know you are calling and things like that.
if he gets mad, good.
remember, sometimes you need to train children the same sort of way you need to train an aggressive dog.
he's having a problem understanding the proper amount of space he's supposed to give you - train him on what is right...

i've got been advised approximately 10000 circumstances that i'm no longer a real Christian (TM) because of the fact my ideals do no longer fall in with the extremist occasion line. I take part in the two Christian and non-Christian rites. i'm no longer terrified of non-Christian impacts. Perv isn't the right word....it is normal for a kid that age to do what ever he can get away with.
He needs to know that is not appropriate behavior (and you don't have to let him hug you...it is your body). Tell him it's not appropriate (he is not to hug you...if he tries put out your arm to stop him) and if it doesn't stop tell his parents that it makes you unconfortable and ask them to encourage him to stop.

Tell the parents....or maybe your BF. Have your bf beat him up and tell him to leave you alone. Don't hug him. Get some mace or such and spray him.

Try the direct approach. Politely but firmly tell him "It makes me really uncomfortable when you act like this. You're cool and all, but not in THAT way. Please back off."
If he declines, tell your boyfriend--make him deal with it. It's HIS brother, after all. (And if he refuses to deal with it, well...you've solved two problems. You can dump the unsupportive boyfriend and be rid of his brother at the same time.)

I would tell his mom if I were you. My bf does that but hes my bf and I am 15 but if his brother did that to me I would punch him and tell him to keep his perverted little hands and anything else away from me. But you best bet is to tell your parents and maybe they will talk to him he is just interested in the opposite sex and probably sex itself. So just tell his parents and or hit him when he does that.

Even at 13 he needs to know thats YOUR body if you don;t want him touching it he has NO business doing so. Speak to him, if you don't have any luck, speak to his mother. Shame him if you have to, he's got to stop.
