it just looks like thick eyeliner on top and bottom lashes with a thick wing and some white eyeliner pencil or kohl on the water line.
some hotpink on the lid slightly blended up into the crease and a bit under the wing.
i would go to MAC, great quality and colors.
the eyeliners are 14.00 and same with eye shadows i would get Sushi flower eyeshadow.
i would make the eyeliner a tiny bit thinner tho.

All you realy have to do is apply a realy thick eyeliner and get some pink eyeshadow perferably from hot topic they have some bright shades there let me tell you that right now hope i helped got to go bye

id suggest using a black liguid eyeliner and a powered pink eyeshadow probablly costing no more thatn 15 $

go to ulta or another make up place and get VERY BLACK mascara and VERY BLACK eye liner. try to get covergirl or clinique theyll be like 5 bucks each. then, go get hotpink eyeshadow by HIP. itll be like 5 bucks too

mac - you just have to buy the right colors - try bringing the picture to a MAC store and they can help you

u have to the makeup place and let them do ur face so they can see with makeup goes with ur skin

thats cute and very outragous but in a good way it's also risky but anyway use lots of eyeliner i recommand you use:
L'Oreal liquid liner
