Chloroplasts are used for photosynthesis, the procedure that provides energy to the plant. This procedure requires the use of sun light. Since roots are not exposed to the light, it would be unavailing for them to have chloroplasts. So they don't! They do though provide the rest of the plant with substances from the soil, also necessary for the plant.

Chloroplasts are organelles in photosynthetic plant cells. Photosynthesis requires light. Because roots are not exposed to light, being underground, they have no need for chloroplasts because they will not need to undergo photosynthesis.

well in side a plant cell, is a bunch of moving parts, and if animals that dont eat plants, saw the little tornados inside all the little plant peices they would probubly bite them off and try to play with them,
and so they are usually green
but, in the bottom, where it is harder to break and see, and maybe covered 2with dirt they dont use them as much
