How do you get permission by youtube to upload videos that are longer than 10 minutes?! Like when I upload Naruto Episodes, which is 23 minutes long each ep, It says I need permission to upload videos that long. Please help me!

well for one Naurato is retarted, how old are you...8 maybe 9? GROW up! You cant watch cartoons when your 30..unless you have major problems. Contact youtube if you must upload these ridiculus cartoons.

I've seen some people divide it into parts. You could try posting three parts around eight minutes each.
