no matter how they ask the question, you can answer this by turning the words into an equation...

what percentage = y
of = times
is = equal sign

So what percentage of $ 4.80 is $ 2.16?
y% x 4.80 = 2.16

4.8y = 2.16
divide both sides by 4.8
y = ,45
Now the question asks for what percent?
so change .45 into a percent by moving decimal 2 places to the right,
answer is 45%
