Okay, you do not necessarily need a calculator to turn 15% in to a fraction. Because percents are out of 100 the fraction should look like this 15/100. The 15 is the precent so it has to be out of hundred.

Like the other answerers said, "percent" means divided by 100, so 15% is 15/100. I'm pretty sure your teacher wants this reduced, so you're going to have to think of a number that divides evenly into 15 and 100.
