It also slows down going uphill at high speeds. The compression is fine, but there is a ticking in the 4th cylinder of the head which looks to be in good shape.

have your on board computer checked for any code,s......get a good tune up........have your ignition timing checked......check your timing belt/gear,s/chain........sound,s like slow/retarded timing!

You could have cylinder failure, or it just needs a good cleaning. Or your air sensor is clogged so it won't allow the engine to accelerate too much because it thinks not enough air is getting into the engine.

Get a Haynes Repair Manual at the local Auto Zone or auto parts store in your area. It will troubleshoot and show you how to fix your vehicle. Also on the Auto Zone site has a section for vehicle maintenance

Looks to me like you need a tune up but check the above out. If you plan to keep the car another year, spend the $20 for the manual. This is what one section of the URL above said on losing engine power. Now you can see why you can look it up yourself. Too many things to look at.
