That is a pretty weird question. do yuo want to elaborate? I mean isn't it obvious that it means a country that isn't communist?

Any government other than a communist government. On paper a communist society is one where all people have all things in common. The flaw is that human nature won't allow it to work. There will always be people who want more than they have been offered.

It means that everyone has a right to vote or to participate in democratic events. (Such as voting)
