It really shouldn't make a difference, as far as I understand. Unless you put foundation on your eyelids... Eyeshadow should be put on before the finishing powder; maybe whoever you heard it from got them mixed up?

Foundation goes first, then eyeshadow. Some people apply foundation just on the eyelid first, then eyeshadow. After the eye is done, foundation is applied at the rest of the face. The reason for this is so that the tiny bits of eyeshadow won't smudge on your cheeks. It is easier to rub off before putting on foundation.

A good eye cream that smooths out the skin and is not too heavy or greasy. You have to let it soak in. Follow up with a light dusting of powder or shadow over the eye. Light eyeshadow opens up the eye and is nice with a strong but groomed brow and a good application of black mascara. There are some nice shimmery shadows by Bonne Belle and Clinique.
Save the dark shadows and eyeliners for an evening look. A nice idea is to create a smoldery effect by brushing a silver or grey matte shadow over the lid. Place a little pink or beige beneath the brow. Then blend black kohl liner or shadow over the bottom right and along the eye. Smudge it beneath the lower lid, about halfway. Use a good thin black mascara.
Avoid false lashes. Liquid eyeliner must be applied properly. It takes practice and shouldn't be too thick--it makes the eye look too wide and open. On Asian women, liquid eyeliner makes the eye looked closed. A better strategy is to open up the lid with pale shadows and a little dark shadow in the crease, along with a few coats of black mascara.

When people say eyeshadow should go on first it's because you may get some shadow around or under your eye. If you wait until after you apply your shadow to put on your foundation, then you can cover up stray eyeshadow with the foundation.
I like to put the foundation on first because I put a little bit ON my eyelid and it helps the eyeshadow stick. If I mess up I just rub it off with my finger and maybe dab a little cover stick on it.
Everyone has their own make up techniques. I'd say as long as you look good when you finish, don't worry about it.

Well if you put foundation on your eyelids then yes foundation first. But if you just put foundation in a few key places on your face, then its either way. After applying the eyeshadow you can use a face powder to blend any eyeshadow that goes astray and make it look more natural. It's not a big deal. But just make sure you don't put eyeliner inside your eyelid, I'm sorry but that looks kind of skanky. Just put it on the regular part of the lid. It's better for your eyes that way.

No it's the other way around. You put the foundation on first and make sure you put it on your eye lids because it helps the shadow stay on without smudging or sweating off and then you add your powder.

Because The foundation can easily change the color of the eye Shadow and it can also conceal it I would put the foundation on first. But me myself avoid putting foundation on my eyelids and I save that area for my eye shadow.

I have heard the same thing. I believe the reason is so if you have any mistakes or some of the eyeshadow falls onto your cheeks, the foundation will cover it up. I personally like to put my foundation on first because I put it all over my eyelid and it seems to make my eyeshadow last longer. If I make mistakes I just use a tiny dab to fix them.

because first you need to do your main skin with the foundation

Eye-area moisturizer, foundation, eye-make up foundation, then eye shadow. The eye shadow is less likely to get caked and into the tiny wrinkles around your eye area that way.
