It isn't a payment, but a proposal. Countries interesting in hosting events such as the World Cup (or Olympics, or what not) basically put together a proposal for the event, like what stadiums they would use, where they would house athletes and fans, how the intrastructure of the host city/cities could accomodate the number of fans, and so on. FIFA takes a look at the bids, and decides which country is best suited to host the event. FIFA makes their money from ticket sales, advertising, and sponsors (at least the legal money they make comes from these sources).
Frequently, few countries bid, because of the immense cost of putting on such an event. Countries such as the United States, England, Germany and so on are in a much better position to host, because most of the needed facilities are already in place.
The real question about the United States and 2018 is if FIFA is going to stick to their word, or cave in to pressure from Europe (namely, England). After the 1998 World Cup, FIFA announced they would rotate the World Cup among the different federations (Europe, Asia, North America, South America, and Africa), so everyone would get a turn. Well, we've only gotten through Asia (2002), and Europe (2006), with Africa in 2010, and already FIFA seems like they are taking steps backward away from this -- which seems to be occuring at the same time England is pushing for a 2018 World Cup. FIFA had pretty much said that South America would be 2014 (although they are stepping back from this statement, too), so 2018 should have been North America, but all this seems up in the air now.

That would be great for American fans but I'm of the view that they have had the privilege already and other capable nations should have an opportunity to host such a prestigious event before someone gets it twice in a 24 yr period. It's the World Cup and FIFA have an obligation to assist it being taken to the all participating nations of the world.

rattling it! lol.. i replaced into hoping the 2018 could be a the US, in spite of if this is okay! i merely desire the 2022 could be here, i do no longer think of Qatar or Korea will host, hmm. i think of he US has the desirable risk in the event that they actually attempt and if US host it, it could make soccer greater prevalent in here, even some merely hate it, i don't be attentive to why! this is a great recreation!
