personally,I am a parentish, parent of a 13 yr. old boy, but his hair is the least of my worries--he even talked about getting a Mohawk, I wasn't thrilled, but I would have let him do it.
Instead we talked about whether he had a good head shape and did he really want to present that persona.
He has that shaggy hair thing going--My parents-his grandparents hate it, but I think he looks cute--as long as he keeps it clean, it is ok.
How are your grades and behavior? If you are doing well in school and don't have any discipline problems, I would use this as leverage--point out all of your positive traits and ask your mother if your hair is really that big of a deal. I know you are living under her roof, and ultimately have to respect her rules, but try to convince her, put up a good reasonable argument, keep your cool, and she may surprise you.
In the end, it is just hair, don't sweat it if she doesn't let you.

You can always try the "otherwise responsible" approach. Tell her that you'll keep your grades up, take on other responsbilities etc...and if you don't live up to your end of the bargain you'll change the style without arguing.
Perhaps your mom sees your appearance as a reflection of her ability to be a good parent. If that is the case, since you know her and I don't, you'll have to figure out how to approach it with her from that perspective.

Tell her that you are the one that has to wear it and that you want to do it. Tell her that its your choice and you want to. Volunteer to do chores and other things for your mom as payment. See how that works.
