How to improve it? Remove everything, put down your mouse, step away from the computer and never darken the internet again. I don't mean to be cruel but this is the worst website I have seen.

honestly, you've got a LOT to improve.
1. Choose a more contrasting colors, texts on your site is extremely hard to read. (white over pink, come on, dark red over blue background is better, but it's contrast is still too less)
2. Use less graphic, and if you do use graphic, use a better compression so it loads faster. it reported that your homepage needs more than a minute to load fully (on 56K modem), which is plainly unacceptable on any occasion, even a full speed T1 needs 8 seconds to load it (FYI: T1 is one of the fastest connection type, which usually only used by ISP).
3. Cut out the glittering graphics and the flying hearts, a few well-placed glitters and hearts may make a site looks cool, but too many of them and bang, your site looks n00bish.
4. Don't write things like {\~My _PaGeZ!~/} it doesn't make you looks cool, in fact it has the reverse effect.
5. Some of the page is way too wide. On the Internet, the need to use horizontal scrolling on a standard screen resolution (800x600, but is moving to 1024x768) is often associated with a poorly designed site, horizontal scrolling should only be used on pages that really need them, very sparsely, and avoided if possible.
6. MOST IMPORTANT: Move to other Site Hosting, at least don't use piczo's Webpage Maker. Your page is not that ugly... for an average site in piczo, but if you're comparing it to site made by other tools, it's an extremely awful site (no hyperbole).
And I haven't gotten into the technical details such as using an external CSS or using the XHTML instead of HTML4.
