How can I retrieve files from a hard drive that was connected to a motherboard that was damaged?

Put your HD to external enclosure then plug it to your running pc, it's plug and play so usually it should detect it right away.

Remove the harddrive and install to another PC as slave harddrive. PC can install two harddrive, from there you can open the harddrive that you have install recently.

slave the hdd into another pc and browse for your files if you have locked them you may never get them back
