Theodore Roosevelt said the above quote mentioned in the question. In fact, I have it printed on a t-shirt.

Do believe that if a man is educated solely in the mind and not in morals (difference between right and wrong) would be a menace to society?

Absolutely---The Narcisstic attitude that greatly exists today is an education of meism with no controls!

As the famous educator William Lyon Phelps once said: “I believe a knowledge of the Bible without a college course is more valuable than a college course without a Bible.” (The New Dictionary of Thoughts, p. 46)

Please note how Gandhi expressed the dire need for educated morals:

*** gh chap. 4 pp. 29-30 pars. 2-2 A Practical Guide to True Happiness ***

2 The Bible can be of tremendous practical value to us. Many thinking persons have acknowledged this fact. As an example, there is the following report in Treasury of the Christian Faith by S. J. Corey concerning a conversation between the Hindu leader Mahatma Gandhi and the former British Viceroy of India, Lord Irwin:

“Lord Irwin paid a visit to the Mahatma in his ashram. During the conversation Lord Irwin put this question to his host: ‘Mahatma, as man to man, tell me what you consider to be the solution to the problems of your country and mine.’ Taking up a little book from the nearby lampstand, Gandhi opened it to the fifth chapter of Matthew and replied, ‘When your country and mine shall get together on the teachings laid down by Christ in this Sermon on the Mount, we shall have solved the problems not only of our countries but those of the whole world.’ That from a Hindu!”

I do not agree. People who have been educated in both mind and morals may still make immoral choices that do not benefit society. Roosevelt was pandering to the puritanical religious constituency. Ever seen that done before?

I do agree. Knowledge without morals is a precursor to a disaster. The New Testament says that one who has knowledge but lacks love is lacking in some important respects.

Morality is a trap if not couched in the language of ethics. Life is more about duty than about being right.

i belive if you can educate something it must be a person, so if it makes them a menace to the public,.,. it just must be words

is that not only true?

well, while i can see that as a point of view, i think it would be really difficult to truly educate the mind,,,,,, without the morals showing theirselves,,,,,,, sure, if you limited the education, to say math or a particular science,,, then a person might not pick up morals,,,,,,,,,,, but if truly educated, including history and society,,,,, etc,,,, i think it would be hard for the moral truths not to come out

I don't necessarily agree with the premise, however I do agree you would have a man dangerously out of balance mentally.
