I just learned this in AP European History!
He established the Code Napolean, a uniformed set of laws.
He established the lycee, a public school system making education seperate from the church, because usually the church controlled education and thus the mentality of the people.
He established a system of ranks and jobs based on merit - the lower classes liked that now the birth rank of the nobles meant less and that a common hard worker was more likely to be promoted.
He established the Legion of Honor - an award given to anyone (not just in the army) who showed loyalty to the state.
