Everytime he has the children he should try to document the signs of abuse, like, bruises, cuts, and any signs of sexual abuse. Also take the children to the doctor and have a doctor examine them. It always helps to have a third party involved.

Contact Child Protective Services again, more that one call usually sets off flags - file for custody of the children... If you heard the kids you call also - they are required to check each of these situations out get busy and make sure they check things out, or even call CPS and ask for a supervisor and explain that you got no help from the case worker...

Be prepared to play the recordings for CPS...

first call the police, they may take the tapes so make copies of your own. In case the police's tapes were 'lost'. Take your copies to social sevices, mabey they will question the kids. Get a a good attorney, although this should become a case againt them and the state, because if so; they have commited a crime, and broken the law. It isn't just between you and them or the children and them, a law has been broken here. Have your boyfriend file for full custody.

He needs to take the children to see a child or family therapist who specializes in this sort of thing. They can help by being a neutral third party when he reports to CPS again.
He needs to be very careful that he is not coaching the children or putting ideas in their heads, even accidentally.
In some states, this can be seen as "Alienation of affection" toward the other parent and he can lose the kids to his ex.
