How much is a 1940 penny worth?

A 1940 Lincoln cent has a mintage of 586,825,872(minted in Philadelphia, 81,390,000(minted in Denver) and 112,940,000(made in S.Francisco). These mintage figures are huge and therefore, 1940-dated cents are common. In coin books, they are valued at $0.05 minimum up to $0.90 for circulated grades; conditions like our pocket change. But I often see them being offered at coin shops for as little as 2 cents.
