Well... So far Tim's choices have been varied... Most recently he kissed Wonder Girl in Teen Titans. He dated Stephanie Brown (aka, the Spoiler & Robin IV) and Ariana Dzerchenko (a young Russian girl). He has also expressed intrest in Darla Aquista (aka Warlock's Daughter), gang leader Lynx, Courtney Whitmore (aka the Star-Spangled Kid & Stargirl) and Jubilee from the Marvel Universe.

The closest thing to a prefrence Tim has is blondes but he does not seem to rule out any other sorts of girls. Seems to me, that he is keeping his options open!

Stephanie, his ex-girlfriend was the Spoiler, and I had the impression that he was also attracted to Cassandra Caine, the current Batgirl. He is solidly heterosexual.
