Well, until his term is up, he pretty much is obligated to. However, since he does not seem to have much self control, or good command of the English language, he ought to be watched at all times to attempt to insure that he embarasses himself as little as possible. I think that has been being done ever since he said, "bring 'em on!" Or sooner and that was just one of his watchers asleep at the wheel.
