What is the procedure for creating directory disk1, disk 2 on to a root directory of any drive?

I have downloaded a free software. In the Read Me file, the following procedure has been mentioned:

Method 2
1. Download the files
2. Create directory disk1,disk2 .. on to a root directory of any drive.
3. Run Setup.exe from the directory disk1

Could you explain the step by step procedure for point no. 2 above?

Start - run - cmd - click OK. This will open a command shell. From here, type c:
then cd c:\
(to get to the root of c:)
type the following:
md disk1
then hit ENTER
md disk2
then hit ENTER again
copy the correct files into each directory, then run the setup program by browsing to c:\disk1 in explorer

the root directory of a drive is the top level directory. So for drive c it is c:\

use windows explorer and go to c:\ then create new folders named disk1 etc .
