She has made over 25 wonderful music videos, and only about 5 of them featured any sort of hip-shaking. She is a hell of a lot more than her hips, thank you.
Beyonce has copied quite a few of Shakira's signature moves. No, Shakira does not own any style of dance, but she has certainly made some moves her own. That's why it's her signature.

She's not copying Shakira. It's called choreography and they are performing it TOGETHER. A Shakira video without her shaking her hips is no video at all. Since they collaborated on the song it makes sense that they dance a pas de deux of sorts. They combined Shakira's typical belly dancer hip shaking with Beyonce's signature Bootlicious butt shake.
