I noticed last year there was a lot of dead in it. Should I have cut it back last fall or is it ok to go ahead and do it in the spring??

It is best to cut it back while it is dormant. If it isn't coming out much yet it might not be too late. If it is starting to leaf I would hold off until next winter.
