Try different blues and greens, grays, white, pale pink, gold, etc.. Go to your local drugstore and buy a bunch of cheap eyeshadows and liners to experiment with. This is really the best way to find out!!! If you like the color on your face but not the product quality, take it with you and look for something better quality and nicer in the same color. mint green eye shadow will make fair skin look very alive
another trick is to use an eye shadow in the color opposite your natural eye color. it will really brighten eyes. for green eyes choose a reddish/purple tone. for blue eyes go for an orangy, brownish, or golden shade. make sure to experiment to see what looks best on you.

I have light greenish- blue eyes too. I also have fair skin but I'm brunette. I suggest beiges, light brows, maybe a little pink. If you want your eyes to "pop," try putting a little green eyeshadow right above your upper lash line.

I have blue eyes, blonde hair and fair skin myself and I learned that brown eyeshadow is supposed to bring out blue eyes. Only thing is I dislike eyeshadow and don't wear it but I found out what is supposed to be complimentary to my coloring.

i have blue/green eyes too. and yeah mine change too but when my eyes are blue i use either a brown or almay intesnce eye color for blue eyes and when they are green i use a copper or soft pink. hope that helps!!

Light green or olive green. Trust me, it goes so good with my BFF. A smoky eye would bring out those big blues too.

i might say to certainly stick to a smokey eye with darkish bronzes, browns, and copper hues. you're fortunate to have such an eye fixed shade, something might cause them to pop. And despite if that's evening time, i might do a dismal shimmery gray(might seem appealing along with your eyes) mixing into darker hues. i might say bypass get your self Saddle and Bronze by way of MAC on your lid, and Antiqued by way of MAC for the crease. :)

i have the same skin/eye/hair colors you do! pale shimmery neutrals on your lid and dark brown in your crease looks realy pretty, also, navy eyeliner totally brings out the blue! good luck!!

like a nice shade of light blue and yellow in spring
like a nice shade of light red and white in the summer
like a nice shade of dark pink and a light shade of like a gold color in the winter
and to touch it off for the fall a nice shade of browns.......good luck
