Michael Moore can't, really. He's just a guy who makes documentaries.
I suppose, by exposing the truth, people can get a more accurate view of America, which hurts our image (justifiably).
Bush has ruined our image by turning America into a mass-murdering, torturing, law-breaking terrorist state that has no concern for anyone or anything but Bush's personal friends.
It happened because the Republicans running the election in Florida took registered Democrats off of the voting rolls, thereby stealing the election.
Then, after 9/11, Congress and the media abdicated all their responsibilities to question and to act as a brake on the President.

Michael Moore is a pig left wing opportunist who saw a way to make money off of weak minded individuals. He cleaned up on it. George Bush has done a tremendous amount of good for this country and the world, but the left wing media will not acknowledge it because they would are so hell bent on putting their left wing socialist of their choice back in control. Doing the right thing is never easy. Doing the easy is the liberal way.

Because they are both extreme American radicals who happen to have a large following in the US. Bush is a radical on the Right & Moore is a radical on the Left. But however are BAD for America & I only wish foreigners could get a more accurate look at the US.
