It will take a change in ownership, I believe.

They have proven that even in years when they have all of the ingredients, the head chef has no freakin' clue what the recipe is.

hopefully before Sundin retires, unlikely as it might be. Not to mention that if they won't win one with him... they might have to restructure for a few seasons after him. Anyone that doesn't think Sundin is the difference maker for the Leafs is as blind as Helen Keller. He is the biggest threat on the team STILL and just a phenominal player. It almost saddens me that someone like him might not have the distinct honor of forever enshrining his name on the cup.

the leafs have some other talent too though. let's not overlook tuckey, kaberle, mccabe, ian white (who should be hitting his stride over the next years)
yanic perreault (if kept)
antropov, wellwood, and of course, the best worst player of all time... Michael Peca.
(i say best worst as in, he's been an outstanding player who just never stepped up to superstar status)
he's simply an excellent "decent" player.
he's a king among "okay" guys.
you can't help but like the guy though...
he can really make plays.

I wish they would have held on to Allison a little longer...
Jason Allison should be somewhere right now.

Lastly,
Goaltending.
where do i begin. suffice to say most people reading this would be better in the goalie position than raycroft or aubin.
like a lot of balanced teams.
they can go as far as the goalie takes them.

Hopefully this year, but I know that's just wishful thinking. I love Andrew Raycroft, but honestly he's been shaky for us. He hasn't been making those crucial saves at crucial times. I'm glad we're starting to get some of our players back, like Tucker or Wellwood, but I'm doubtful we can win without Kaberle. We have a mediocre team this year, I've got to admit, and the referees are so blind, especially Kerry Fraser. You know what I'm talking about, Leafs fans. I'm thinking in the next 10 years as a good time frame. The sooner the better!

if toronto hires a smart owner to hire a smart head coach and other staff...maybe they will make it to the playoffs. this year is borderline golf season for the leafs, as well as last season when they didnt make the playoffs.
also... keeping an explosive player like mats sundin on a non explosive team is a great disadvantage...i think that if they had gotten rid of him early...theyd have top player now. the same goes with the goalies. curtis joseph proved to be a disappointment in his final year...as well...he plays now in phoenix..;and his stats are terrible. this is along with belfour, who couldnt lead them to the playoffs last year...and he now plays in florida. also...his stats arent good. lets hope this doesnt happen with calder trophy winner andrew raycroft. toronto has a way of making goalies look like crap.
i give it a good 4 years before the leafs think about winning.
