i have a 1996 monte carlo. One fan does not run even if the car over heats.?

test light shows I'm not getting juice to the fan motor. Each fan appears to have a fuse and a relay. Fuses are good. Any other ideas? Thanks

Faulty temperature sensor that controls the fan.

Some thermal switches are in the bottom of the radiator.

Some fans only turn on with the A/C turned on reguardless of engine temperature.
