Hi
I dont think this is really possible to do. Ive never heard of such a place it would be too complicated to take the whole shoe apart once its already been put together as the bonds used are really strong.
Its best just to buy a pair that fit!
You can buy insoles which can help if they are say a size too big or wear very thick socks but its not good to wear shoes that arent the right size really and they will rub too.

No, not without shoe surgery. If one is size 10 and has a pair of 13's it seems you would have to cut the shoes and re-attach. I doubt shoe-shops do this one.
