Simple answer is yes. Venus seen in the eastern sky before the sunrise is called morning star and seen in the evening in the west after sunset is called evening star. It is the brightest object in the night sky after Moon. So it drew the attention of people. But early days people,who did not have knowledge of astronomy did not recognise that the same Venus was appearing in morning and evening.
Venus being inner planet its orbit is smaller than that of Earth. So from Earth we see it moving around Sun that is up and down in the sky crossing Sun from behind and from front. But we fail to see it when it is too close to Sun to be visible. When it goes in front of Sun in one line with Earth it can be seen transiting on Sun as a black spot moving on the Sun. It is a rare seen but is worth watching.

Ye sit is. It depends on where in the sky Venus is in relation to the Sun. If Venus is ahead of the Sun & clears the horizon before it, it's the morning star. If Venus trails the Sun on the eclipitic, it's shines as the evening star. Whichever, it is quite magnificent.

Yes - both terms refer to the planet Venus.
The reason is that the Venus's orbital period is 584 days.
Thus every 584 days Venus passes the Earth in its orbit around the sun and in doing so it goes from being the Evening star (visible after sunset) to being the Morning star (seen before sunrise)

Yes, but not at the same time, or on the same day.
As the Earth and Venus move in their orbits, Venus moves from one side of the Sun to the other, moving from morning to evening. Venus can never be too far from the Sun (since its orbit is inside the Earth's), and so it can't be seen late at night.
