Water is a small molecule with two hydrogen atoms glommed onto a larger oxygen atom. In a body of water the oxygen atoms actualy share the hydrogen atoms, swapping them back and forth making for closer packing and greater density.
Oils are long chains or rings of carbon hydrogen and oxygen. The molecules irregular sizes and shapes means they can't pack together as tightly as water molecules.

All matter is made up of particles, which could be atoms, ions or molecules. Reason why water is heavier than oil is because it is denser. Which means it contains more molecules per unit space in the liquid than oil. Since each molecule has a weight(though extremely small), hence water is heavier than oil if both liquid were to be of the same volume.

the density of water is greater than oil that why oil remains on tha surface of water when mixed with water.The idea is that things that are less dense are pushed upwards and things that are more dense are pushed downwards. Since oil is lless dense, it is pushed upwards while the water (more dense) is pushed downwards.
