When an offensive foul is committed or when a foul occurs during a loose-ball situation, the team fouled restarts the game by in-bounding the ball from the nearest sideline or endline to the spot of the foul. This happens if the team fouled is not in the 1&1 or 2-shot bonus situation. If it is an offensive foul, the fouling player also is marked for a turnover as well as a personal foul.

Normally that means that the team with the ball committed a foul, ie a charge or posting up they gave a shove or something. SO then the defense gets to get the ball.

That means that when the team got fouled they werent shooting the ball while they got fouled and they arent in bonuses so they take the ball out of bounds.
