this may sound strange, but theres no harm in giving it ago as i know its worked with some women...
do push ups (proper ones, hands apart at shoulder length, back straight, legs together, push up and down slowly, as the weeks progress, move your hands more inwards). this will tense your breast muscles and give it firmness. 10 repeatitions, 4/3 days a week.
and messaging your breasts is another way to firm them up and make it more "fuller". 10 minutes every day or so.

get a bit of elastic and with elbows height of shoulders pull the elastic across your chest so that it pulls the chest out.
otherwise, a decent bra im afraid

push ups on the kitchen bench work great for me - it keeps your posture good which pushes your boobs out. but if gravity has taken control - thank god for bras!!
