Any tyre fitting centre will be able to dynamically balance your wheels, I don't think anyone does static balancing anymore.
Are you sure you are not getting confused with 'on car' balancing?, again most decent tyre centres will be able to help but its really unnecessary to go to these extremes.
Not only that, but if you remove your wheels for any purpose you will have to refit them in exactly the same orientation and position as before.
