As long as "you" think they are - that's all that matters.
There was a day that I would have agreed with you - but not today. They still have the tradition, great fans and following - and will recruit well. But talent wise, they are not the best this year.
Now -- maybe you are talking about the 'State' of Kentucky being the best basketball state. And if so - they will always be among the best.

Tradition. Kentucky has had a history of very good teams, this year and last year they aren't very good, but kids in high school still want to attend Kentucky. Tubby is probably one of the best college coaches in history. I'd like to see him win a championship soon so he can retire on a good note.

Because the "think" they are. UCLA thinks they are the best. So does North Carolina & Duke & Indiana.
