The key here is whether or not you know them. The people you know are far more likely to be nice to you than strangers.
That said from my experiences in life I would put it at around 95% (or higher) of strangers that will gladly lend a hand when you need it if you ask them to. I mean in areas such as giving you directions, or quick advice that is honest.
Nice is of course subjective (in New York nice means they haven't shot you today.) In more rural areas say you are driving and break down. The first door you knock on might just invite you in for a cup of coffee while you wait a couple hours for the tow truck to come (don't laugh I've had it happen.)
What it comes down to as Will Rogers was quoted "A stranger is just a friend you haven't met yet."

Of all people, very few get up in the morning and say I am gonna be a jerk today. I think 95% are nice, once you get to know them. And the 5% who aren't nice were abused as babies or have some form of brain disorder.

I would about 80% of people that are in front of you, and only 20% truly are nice.

That is impossible to answer. Those you might think to be nice, I might not find nice. It is a matter of one's opinion. Also, a large factor in people being nice, is how they are approached. If we are nice to them, I have found that they are usually nice in return.

Every body has some "Nice" in them some just hide it better than others. Nice gets you farther , Nice gets you remembered

It depends on how nice you are. If you are nice to people, they will be nice to you.
