Even from a cool engine the fan will cut in, run for about 20 seconds, and then cut out. After about 1 minute the cycle starts again. It doesn't make any difference to the length of time the fan runs for, no matter what the engine temperature is. Anyone have any idea what might be causing this?

Some of the sensors will do that when they fail to keep your engine cool. Start by replacing the sensor. 95% of the time that will solve the problem.
