Steel pennies were made in 1943 because copper was needed to make shell casings for bullets. Zinc coating provides a bit of protection from rust.
Note to "TheDaveCorp": copper is used to make alloys such as brass, which ARE used in shell casing. Do some research, ok?

Believe it or not, there were actually a few bronze
cents struck in 1943 and a few steel pennies
in 1944. Any of these would be quite valuable
today!

Well, what was going on in 1943? World War II. What is copper used for, besides pennies? Conductive matterial - wiring. So, the copper was needed for wiring.
As for the zinc coating, maybe it keeps the steel from rusting.
NO IT WASN'T FOR SHELL CASINGS! Copper is far too soft for that. Have you EVER seen a round where the shell was copper? The bullet yes - at least it appears that way, but not the shell.
