A major in communication or public relations. It probably wouldn't hurt to add a double major (or minor) in public policy/political science along with that. I feel that public relations is a better choice than journalism since journalism is about neutral reporting whereas public relations is more about being a spokesperson for an org or business. Public relations is the vehicle through which a group communicates to the public about its business. The upshot is that public relations classes typically overlap some journalism classes since reporting skills are necessary in PR.

There are very few openings for a press secretary. Some have majored in journalism or English, however most are hired based on their experience in the communications or political contacts.

So concentrate on developing your speech and language skills, but realize that you'll want a major in a broad area so that you can successfully apply and succeed in a range of occupations.
