is it save to keep it in a cloth bag

if you are transporting it, then a cloth bag is one of the best things to use, if you mean as a permanent home then DEFINATLY NO. Boas need lots of space to stretch and move, a water source, stuff to climb, a heat source and or light, and a hide box.

For a trip to the vet? Probably, though if it is a full sized true red tail (not a smaller Columbian), a dog crate would probably fit better. As a permanent home? Absolutely not!

all the time? no, that would be cruel. also im sure that it would be very mean because of its zero contact with the outside world.
