go out alot, make friends with people just casually and if you have myspace chat to them on there. its a good way to meet people without being stalker like.

chat to people who work behind bars aswell and also people who flyer for clubs.

a year of doing this i can guestlist and backstage for many london clubs. its just by meeting people and the ones who work there (flyering and bar work) are usually the ones to get you the stuff

If you know someone at the venue or the music company invites other people from other companies or a local radio station might have few up for competition.

Sorry - it's definitely a case of who you know. I suggest you befriend an up and coming band/artist BEFORE they make it bigtime and then keep in touch with them etc etc - or become a groupie!! LOL!
