talk to them first. if you have talked to them and are not satified and it is a real problem i'd check with town hall and make sure their permits are in order, note the setback requirements. while you are there you could check on the local noise regulations, how loud, hours, days, and such. sometimes there are restrictions on how loud their noise can be. you'd have to have someone, the police i guess, come out and use a noise meter to document the noise level. if it is to loud they'd be warned.
personally you might have some limited rights here, but strictly enforcing them could lead to even more trouble with your neighbor. good luck and don't do something foolish, make a friend not an enemy...

I don't know where u live, but in MI at 8 am this time of year its like 10 degrees out, rough to work in. I am sure once the addition is roughed in and roofed the noise will be a little better. If you are a night person, go ahead and be neighborly. Drop by and ask how everything is going, how long are they thinking it'll take and so on, but BE NICE. If you are on good terms with them or not. If the conversation goes well, try mentioning that you are having a rough time. ASK if maybe on the weekends (or whenever) they could start a little later and how much you would APPRECIATE IT. If your neighbors are having a contractor do the work it might not be possible due to schedules and things like time=money.
As far as wether or not it's "legal" you need to go to your communities building department and ask them.

Suggest you speak nicely to your neighbour first and see if you can come to some arrangement over times when the work can be carried out. Better to do this than go all official and start a long drawn out debate. Try to remember that it is only a temporary noise situation and maybe you will even be invited to their Grand Opening in due course.

Nothing you can do about it I'm afraid, to be honest they are probably just as fed up with the noise as you are!!
You could maybe try suggesting if they could start later on weekends to give you a bit of a break?

Some townships don't allow work on Sundays. But the other days of the week they are within their rights to work. Check with city hall about the Sundays,

An 8am start seems to be allowed.
No noisy work on Sundays though.
Your local council's environmental heath dept. should have the most definitive info. Usually found by a google UK search.

what is wrong with u let them be their are withen their leagle right s to expand their house im sure they have paid permit fees and so on .their are noise levels set by our wonder full govt ,.registered in desiples but for construction thats out the window,do u think the outher people want noise i dought it but we live together so try to have some understanding

Grin & bear it........ they wont be building it forever ( though it might seem like it) Let them get on with it, one day maybe you will need to do something similar & so its best to be as accomodating as possible
