Tank should be 5 gallons per inch of fish - if the fish are only 1 inch then a 5 gallon tank will do. A 10 inch fish then 50 gallons is needed.

It depends on the fish. You are most likely not experienced enough to do so. If you have goldfish forget about it you can't do it. Breeders have doctorates in fish keeping. Besides it costs a lot of money, for a small set up start with about 15 thousand dollars for all the equipment. Just enjoy what you have.
