I'm not sure about westerners, but for my family gene case, we are born with thick and dark hair. Even though we shave it clean, most of the time the area still looks "dark" because of the growing hair right below the fair skin. For some women, it's the worry of odour and sweat stain (I don't know the right word for it).

Some girls don't show them because of BO- they might not use deodorant. Others just want to be polite. Why would you show your underarms anyway?

But consider this - it's winter, it's cold. And you are probably in high school or middle school - girls at that age usually don't want to risk showing their breasts too much. Or maybe they got tickled once too often.

The fear that they may have body odor. They do not want you too smell it because then you will find them unattractive, and they will be very embarassed.
