The adoption policy in many countries is set up to prevent child slavery and sexual abuse .
If you wanted a child for sex or to raise as your slave where would you get one .
Third world adoption is the place .
So making it easy is not always good .

Speedy third world adoptions are the result of NOT having a welfare / parasite mentality.
People who prove they are capable of truly caring for an orphan and not being a leach (and teaching the child to be a leach) are desirable.
Alas , you seek taxpayer $$$ , not to care for children.
