Yes they are allowed. Delhi has very limited marked roads for bicylces only, refering to roads on which only bicyles are allowed but I am not aware of any roads on which bicyles are NOT allowed

As per lane markings, Bicycles, Rickshaws and animal or human driven carts are not allowed on the flyovers.
Further, Flyovers in Delhi are generally made over the road corssings as byepass to level road crossings. It is a waste of effort to ride up and down on the flyover. You can simply take the side slip road at ground level to go straight. If you have to take a right or left turn, you have to anyhow take the side slip road.

Bycicles are not allowed on flyovers in Delhi and even on main roads. It is not safe to ride on it on these area either. Road accidents are far higher in Delhi than other cities.

everything is allowed everywhere... but plz don't try it. anybody nt in a car or a vehicle smaller than that is no less than a target by bigger vehicles...
