As far as I'm aware Polartec is the company that developed the Fleece. It has many uses but mainly it's a thermal layer at one point in your clothing or another. Different environments require different amounts of thermal layers.

Here's a quote from the Polartec site regarding winter sports:
In the fluffy, dry powder of Utah or wet, maritime ‘cement’, Polartec® has the ideal layering system for skiing, snowboarding, ice-climbing, snow-shoeing, ice fishing and anything else that gets you out in the cold. Our mantra remains that your layering system is only as good as the base layer. As you can see they have a thermal layer system.
Anyone who has to go out doors would wear this material.

Polartec fleece is a thick material, made from 100% polyester, & would be worn by people who work in cold environments, or during the winter.

I work in construction. I bought a Polartec watch cap this year and I love it. It's lightweight and warm and, most importantly to me, it does not make my head itch. If you work outside in the cold all day it's important to wear comfortable clothes and that's the best I've found. As for what it's made of, I don't know.

Polar fleece is a soft napped insulating synthetic wool fabric made from PET (Polyethylene terephthalate).

It was created in 1979 by Malden Mills; it was a new, light and powerful pile fabric meant to mimic and in some ways surpass wool. Polar Fleece has some of wool's finest qualities but weighs a fraction of the lightest available woolens. The creators, Malden Mills, named it "Polar Fleece", never suspecting that they were coining an industry-household word.

Polar Fleece is primarily used in sweatpants, gym clothes, hoodies, and inexpensive throw blankets. It is made entirely from recycled plastic bottles and is very light, soft and easy to wash

It is inside my 5 different West-Marine sailing jackets... I also have a fleece vest from my years working for PacBell.

Sadly, it is VERY susceptable to melting.
