I remember having my favorite pair of jeans and my favorite shirt at that age, notice it's not plural. They should have at least seven pairs of pants (so if you miss the laundry one day they still have a few days left.) and around 12 pairs of shirts. They should always have dress attire and suitable clothes for certain occasions. But at that age, it really isn't about how many clothes they have, they just need some things to run around in.

Mine's the same way with regular clothing.
I have a 9 year old who tends to get messy at times and needs play clothes, uniform clothing for school, and regular clothing. 3 skorts, 2 jumpers, 3 pants, lots of socks (because they seem to keep disappering), some knee highs are all we are using for school right now. In the cold season, it gets us through 3 days. Then we have to wash them (but I've thought of hanging them up to be worn 2x before washing them so the pants last through the week). My daughter knows where the dirty clothes go. Most of her regular clothing has accumulated from my mother and me and hand me downs and gifts from in laws too, but now that my mother is gone, she won't be getting any more from her. I have thought about letting my child outgrow the clothing until an age where the clothes won't get so easily stained and torn while playing.
If you are picking up the clean clothes and washing them, are you sure you don't just need to ask your daughters to help you? Sounds like they need a hamper and/or to help you take their own dirty clothes to the laundry room and maybe even help with putting their clothes up on hangers and in drawers.
And just enough clothing to get them through the week for each season, which may be more than what some answerers are saying if you have rough and tumble girls who get the knees of pants stained, dirty, and torn, and shirts muddy or dirty (think grass, food, and pet stains).
If you really want to or have to part with the clutter (especially if the girls don't get used to the idea of helping you around the house a little bit), I'm thinking:
7-10 pants, 7-10 shirts, 5-10 shorts, 3-5 skirts, 2-8 dresses (2 per season for Sundays), 3-10 sweaters (depends on how cold it gets there, how often they wear sweaters, and if they use them as sweater jackets), 2 coats (if it gets cold there), lots of socks, a 3-5 pairs shoes, 7-10 pairs underwear, 2-4 pjs or gowns . If they tend to get really messy, maybe add 3-7 to those numbers to be used around the house. You did not mention uniforms, so I am assuming that they do not need those.
The smaller the space you and the girls have and the less messier the girls, the lower the number of clothes they can use (you could even maybe divide the numbers I gave you by half). But be aware that the less clothing they have, the more often you will have to wash (instead of every 7 days you'd have to wash every 2 or 3 days if all they have lasts 3 or 4 days), and the messier they get the more clothes they need to change into and washing you will need anyway.
Another idea is if you have a family room, basement, or attic, maybe you could put the out of season clothes in there.

My kids are exactly the same, its a nightmare, constantly washing and putting them away!! I have been thinking the same thing recently -surely they don't need all these clothes? But I know that if I get rid of anything it will be just what they HAVE to wear to the next party or whatever!I don't know what the answer is though or if there even is an answer.

That's a good question I have the same problem with my girl. they have stuff that they can't fit that still have tags on them. reason for that is they have so many outfits plus I do the hand me down thing with my girls.

NO KIDS ACTUALLY DONT NEED THAT MUCH CLOTHING BUT SOME TIMES PARENTS WANTS THEIR KIDS TO LOOK GOOD, MAYBE CONFORTABLE AT TIMES AND THEY BUY THINGS THAT LATER THEY USE ONLY ONCE OR MAYBE NEVER GET TO USE BECAUSE LETS PUT IT THIS WAY, KIDS, THEY DO GROW AND VERY FAST.

evry year, you should make them try on all their clothes and shoes, and get rid of the ones that dont fit, or the ones the dont like anymore...
