My brother in law is an engineer for Cutler Hammer and I had him take a look. He said that he thinks it got welded shut. I never realized I had this problem until today when I wanted to shut off all the power. How much would this be to fix?

Main breakers cost $100 to $200 to buy. Installation is extra. The breaker takes approx one hour to replace. If you do not know how to do this, please don't.
If it is an old panel - which I assume it is, due to the main not operating, it might be better to replace the whole box.
Have a licensed electrician do the work.

you need to call your main power co. have them turn off the power to your house then change the main in your box. the main breaker usually 200amp some where between $100.00-$300.00 depends on what kind you choose
