It is very simple to break down...
You have a 12 hour time system, and a 24 hour time system.
The 12 hour time system is divided into 2...meaning AM and PM. (Remember that 12 +12 equals 24!) The 24 time system is just that...24 hours in a day.
So for example, at 12:00 AM (Midnight) your at 00:00 (or 24:00). At 1:00 AM your at 01:00...and so on. When you get to 1:00 PM however, your at 13:00 hours. They call it Military time to avoid the AM and PM.
So 19:00 hours would be 7:00 PM. 20:20 hours would be 8:20 PM. You just continue to count upwards until you hit midnight and it goes back to 00:00 hours (or 24:00 hours)

1 o'clock is 13:00 hours.

It is military time. When you watch movies and you hear the seargent screaming, "I want you boys up at 0400 hours, it means he wants them up at 4AM. Just think of it as starting the clock at 0000 at midnight and proceeding all the way to 2400 (which is the end of day and it goes back to 0000). as to how i came up with the answer, it has been the convention that anything that goes beyond the twelve o'clock mark is counted straight to 24.
i.e.
13 = 1 pm
14 = 2 pm
etc...
