when exactly does the time change? why has my cell phone changed but my computer clock hasn't?

As I write this, it is 6:53 AM. The time change was at 2 AM by law. At 2 AM it became 3AM

If your computer is older then it probably doesn't "know" that they changed the Daylight Saving Time switch dates starting this year. It used to be the first Sunday in April, but Congress decided we needed a longer DST period. So now it's 2nd Sun in March.
So, whichever one is later is right since we moved forward.

It's 6:30 a.m.
PS. just to edit my answer, Kat the question was asked at 9:30 a.m. Eastern Time (my time zone) and at that time is WAS 6:30 a.m. Pacific. Just because you answered the question at 7 hours and 43 minutes does not make it the exact time. Look at what time the question was asked!! So if fact everyone else are the "smart ones".

Have you tried restarting your computer? I had to do that just a few minutes ago, because my modem wasn't getting a signal. My time automatically changed then. I live in Tennessee, so I don't know what time it is in California. But the other answers seemed to answer that question.

It is 6:30 in CA. I live in Nevada, but I am from Ca. If you are in Ca enjoy yourself. It is such a lovely state. :)
