Isn't this emboldening the "Terrorists" there because this is telling them that they are winning?

And how is this changing Bush's failed stragety of "Stay the Course"?

Paul, you really will not get an "answer" as defined in the scope of this forum. Instead, you are asking for support for your opinions. The phrasing of your questions indicate an obvious political leaning. What I believe is referred to as "left-wing defeatist." You might have more success if you were to phrase your question in an unbiased form. You must also realize, you are not askng for an answer to a question. You are trying to initiate a policitcal argument that is much better suited for a forum like "moveon.org" where you will elicit much more sympathy for your opinion.
Also, if you want to start an honest dialogue, then you should also expain your reasons for your opinions and state your facts which support your opinions.
